Saudi Arabia’s King Salman issued a Royal Order on Saturday, May 7th, 2016 making changes to the government structure and key leaders. The Royal Order follows the recently released ‘Vision 2030’ economic and development plan to transform the Saudi economy and society into the 21st Century.

The full text of the changes as issued by King Salman is included below.

Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud issued a royal order today providing for the following:
First: The cancelation of the Ministry of Water and Electricity.
Second: The amendment of the name of the Ministry of Commerce and Industry to become the Ministry of Commerce and Investment.
Third: The amendment of the name of the Ministry of Petroleum and Mineral Resources to become the Ministry of Energy, Industry and Mineral Resources; and shall be dedicated for energy, in addition to undertaking the related tasks and responsibilities as well as the activities relating to electricity and industry; and shall undertake the management of the National Industrial Cluster Development Program.
Fourth: The amendment of the name of the Ministry of Agriculture to become the Ministry of Environment, Water and Agriculture; and shall undertake the tasks and responsibilities relating to environment and water.
Fifth: The amendment of the name of the Ministry of Islamic Affairs, Endowments, Call and Guidance to become the Ministry of Islamic Affairs, Call and Guidance.
Sixth: The amendment of the name of the Ministry of Hajj to become the Ministry of Hajj and Umrah.
Seventh: The integration of the Ministry of Labor with the Ministry of Social Affairs to become one ministry named the Ministry of Labor and Social Development.
Eighth: The amendment of the name of the General Presidency of Meteorology and Environment Protection to become the General Authority for Meteorology and Environment Protection; and shall have a board of directors.
Ninth: The amendment of the name of the General Presidency for Youth Welfare to become the General Authority for Sports; and shall have a board of directors whose chairman is appointed by a royal order.
Tenth: The amendment of the name of the Public Education Evaluation Commission to become Education Evaluation Commission; and shall undertake the tasks and responsibilities relating to the evaluation of public and higher education at the Ministry of Education and the Technical and Vocational Training Corporation; and shall combine the National Commission for Academic Accreditation and Assessment, the National Center for Assessment in Higher Education, and the Technical and Vocational Accreditation and Assessment Centre; the chairman of its board of directors shall be appointed by a royal order.
Eleventh: The amendment of the name of the Department of Zakat and Income Tax to become the General Authority for Zakat and Income; and shall be linked to the Minister of Finance and have a board of directors chaired by the Minister of Finance.
Twelfth: The establishment of General Authority for Entertainment; and shall undertake all activities relating to entertainment and shall have a board of directors whose chairman is appointed by a royal order.
Thirteenth: The establishment of General Authority for Culture; and shall have a board of directors chaired by the Minister of Culture and Information.
Fourteenth: The Minister of Labor and Social Development shall chair the board of directors of the General Authority for Endowments.
Fifteenth: The Minister of Environment, Water and Agriculture shall chair the board of directors of the General Authority for Meteorology and Environment Protection, the Saudi Commission for Wildlife and the General Organization for Water Desalination.
Sixteenth: The Minister of Commerce and Investment shall chair the board of directors of the General Authority for Investment, the General Authority for Small and Medium Enterprises and the Saudi Standards, Metrology and Quality Organization.
Seventeenth: The Minister of Health shall chair the board of directors of the Saudi Red Crescent Authority.
Eighteenth: The Minister of Energy, Industry and Mineral Resources shall chair the board of directors of the Royal Commission for Jubail and Yanbu, the Industrial Development Fund, the Saudi Organization for Industrial Estates and Technology Zones, the Saudi Geological Survey, the King Abdulaziz City for Science and Technology, the Saudi Exports Development Authority and the King Abdullah City for Atomic and Renewable Energy.
Nineteenth: The Chairman of the board of directors of the Saudi Food and Drug Authority shall be appointed by a royal order.
Twentieth: The president of the Council of Competition shall be appointed by a royal order.
Twenty First: The chairman of the board of directors of the Electricity and Cogeneration Regulatory Authority shall be appointed by a royal order.
Twenty Second: Who undertakes the duties assigned to the Minister of Commerce and Investment in the organization of the Consumer Protection Association shall be appointed by an order issued by the Premier.
Twenty Third: The General Authority of Civil Aviation shall be linked to the Minister of Transport.
Twenty Fourth: The tasks and responsibilities of the land ports shall be undertaken by the Customs Authority which is responsible for land ports.
Twenty Fifth: The government agencies undertaking entertainment activity shall continue their work until the General Authority for Entertainment starts practicing its jurisdiction.
Twenty Sixth: The Commission of Experts at the Council of Ministers shall – in no more than three months – do the following in coordination with the relevant authorities:
1- The completion of necessary procedures for the enforcement of our order.
2- The revision and amendment of systems, regulations, orders and decisions that may be affected by this order.
