Saudi Arabia’s National Transformation Program Released

Saudi Arabia has unveiled its long-awaited National Transformation Program (NTP),  a 112-page document outlining Saudi Arabia’s strategic objectives in achieving its previously-announced “Vision 2030” initiative as well as identifying the challenges faced by government bodies in the economic and development sectors.

“The National Transformation Program is one of the executive programs supporting Vision 2030. The program increases the readiness of participating government entities to undertake their responsibilities through setting up clear phased objectives and 2020 target levels in accordance with the Vision’s objectives and targets. The proper set of initiatives are then identified along with set of KPIs to ensure their effectiveness,” the document said.

The program identifies, year by year, “the initiatives necessary for achieving such goals and devises detailed plans on the basis of interim indicators that measure and monitor performance. In its first year, the program was launched across 24 government bodies, and there are plans to expand its coverage annually,” the document said.

The NTP “uses innovative methods to identify challenges, seize opportunities, adopt effective planning tools, activate the role of the private sector, bring about implementation, and evaluate performances. It has also determined the interim targets for some of the Vision’s strategic objectives to ensure the establishment of a solid foundation for government action and the continuity of innovative planning, implementation, and follow-up methods on the national level.”

The document also lists out Key Performance Indicators (KPIs), Key Performance Targets (KPTs), benchmarks, and strategic objectives for each of 24 governing bodies in Saudi Arabia, including all of the top ministries in the Kingdom and other organizations.

In total, 543 initiatives were approved for the year 2016, with a total cost for the government over the next five years of around SAR 270 billion (around $70 billion).

The announcement of the plan comes less than a week before a scheduled visit by Deputy Crown Prince Mohammed bin Salman to Washington, New York, and California. Deputy Crown Prince Mohammed Bin Salman is the president of the Committee on Economic and Development Affairs, or CEDA, the economic body of top ministers established in January 2015 by King Salman.

Other parts of the Vision 2030, including a partial privatization of state oil giant Saudi Aramco and transformation of the government’s Public Investment Fund into one of the world’s biggest sovereign wealth funds, have yet to be approved, the Saudi Gazette notes.
