Yemeni President Abdrabuh Mansur Hadi on Monday appointed former oil minister and the country's envoy to the United Nations, Khaled Bahah, as prime minister in a second bid to end the country's political crisis, a presidency source said. Bahah, 49, was nominated after consultations with advisers “representing various parties,” the source said. Hadi's move came after Ahmed Awad bin Mubarak rejected his nomination last week following strong opposition from Shiite rebels who overran Sanaa on September 21.

The rebels refusal will further delay the implementation of a ceasefire deal sponsored by the United Nations that called for the Houthis to withdraw from Sanaa once a new neutral prime minister was named. Houthi fighters stormed into Sanaa in an offensive on September 21 and proceeded to establish a strong military presence, mounting patrols and manning checkpoints.

In some of his strongest language about Yemen to date, Saudi Foreign Minister Prince Saud al-Faisal told the U.N. General Assembly that hopes for an end to the crisis had been wrecked by what he suggested was the Houthis' failure to honor the deal. "The lack of implementation of the security annexe of the agreement and the lack of implementation of the agreement itself in the required manner by the Houthi group has dashed these hopes," he said in a speech circulated by the Saudi mission at the United Nations in New York.
