Saudi Arabia’s Neom is preparing to issue the request for proposals (RFP) for a contract to develop the second wave of its public-private partnership (PPP) housing deals for worker accommodation. According to a source familiar with the project, the second-wave community village scheme will include up to 20 villages, each comprising about 10,000 accommodation units. MEED understands the budget for each village could be $400m-$450m, which means the overall project could be worth over $8bn. Each village has a built-up area of 240,000 square metres.

Hamas studies new Gaza ceasefire proposal
Hamas said on Tuesday it would study a new ceasefire proposal in the war with Israel in Gaza, hours after Israeli commandos killed three Palestinian militants in a raid on a hospital in the occupied West Bank. The raid underscored the risk of the Gaza war spreading to other fronts, while Israeli forces fought new battles with Hamas fighters in the Palestinian enclave. Clashes in northern Gaza forced more Palestinian residents to flee to safer areas, and southern parts of the coastal enclave were hit by Israeli air strikes.

UN urges reversal of funding pause for Palestinian refugee agency
U.N. officials urged countries to reconsider a pause in funding for the U.N. agency for Palestinians on Sunday, pledging that any staff found involved in Hamas' attack on Israel would be punished and warning that aid for some two million people in Gaza was at stake. Saudi Arabia’s Aramco halts plans to increase maximum oil production capacity
Saudi Arabia’s state-controlled Aramco on Tuesday announced it is pausing plans to raise its crude production capacity from 12 million barrels per day to 13 million barrels per day. In a statement, the world’s largest crude exporter said it had been ordered by the Saudi Ministry of Energy to maintain its Maximum Sustainable Capacity (MSC) at current levels, several years and billions of dollars since it received a directive to boost production capacity to 13 million barrels per day by 2027. Aramco, which went public in 2019, did not disclose the reason behind the ministry’s decision and said it will update its capital spending guidance when its full-year 2023 results are announced in March.

Head of Saudi Arabia’s AlUla cultural development arrested over corruption claims
The allegations concern events prior to his AlUla appointment in 2017. He is accused of having benefited from contracts given by the King Abdullah City for Atomic and Renewable Energy, a public scientific research fund, to a company he co-owns. The contracts were worth $55m. The source from the anti-corruption authority says that three of his partners have also been arrested, have made confessions and are now awaiting trial.
